Title: Теоретичні основи менеджменту в органах і підрозділах цивільного захисту Authors: Яковчук, Роман Святославович; Купчак, М.Я.; Саміло, А.В. Abstract: У роботі акцентується увага на теоретичних засадах менеджменту, зокрема, теоретично обґрунтовано, що одним з головних чинників є послідовність етапів розробки та прийняття управлінських рішень. Досліджується проблема організації нового виду управління (менеджменту) в ДСНС України та дві задачі: вибір можливих варіантів рішень і вибір найкращих з них. Під час дослідження встановлено, що менеджмент у сфері цивільного захисту – це наукова система управління та організація службової діяльності, де менеджер (керівник) має бути всебічно розвиненою особистістю, яка повинна мати глибокі теоретичні знання, бо маючи таку базу, можна спокійно впроваджувати це на практиці. Такий менеджер (керівник) буде професійно виконувати сво ю роботу, розуміти й вдосконалювати процес управління. Метою роботи є аналіз сучасних підходів менеджменту в органах та підрозділах цивільного захисту України, розгляд питання створення апарату керування сучасного типу, який може застосовувати сучасні інноваційні технології менеджменту, дослідження знання про менеджмент, як процес діяльності органів цивільного захисту, розкриття ролі менеджера – управлінця, як керівника інтелектуальної еліти суспільства. Під час дослідження встановлено, що менеджмент у сфері цивільного захисту – це наукова система управління та організація службової діяльності, де менеджер (керівник) має бути всебічно розвиненою особистістю, яка повинна мати глибокі теоретичні знання, бо маючи таку базу можна спокійно впроваджувати це на пр актиці. Такий менеджер (керівник) буде професійно виконувати свою роботу, розуміти й вдосконалювати процес управління. Отже, менеджмент в органах і підрозділах цивільного захисту України – це встановлений законодавством процес діяльності органів служби цив ільного захисту, який застосовують для розгляду та вирішення завдань управління підпорядкованими силами при підготовці їх до використання за призначенням, у ході реагування на надзвичайні ситуації та в повсякденній діяльності, для виконання певних завдань.

Title: Mathematical modeling of thermal fire effect on tanks with oil products Authors: Semerak, Mykhailo; Pozdeev, Sergii; Яковчук, Роман Святославович; Nekora, Olga; Sviatkevych, Oleksandr Abstract: The aim of the work is the development of mathematical models for research that allows to determine the ultimate indicators of the thermal effect on tanks with oil products in a fire. A calculation method was developed to implement the calculation for various scenarios for the development of a fire in a tank with oil. After the calculations, the results of mathematical modeling of the temperature on the walls of the reservoir in the conditions of a fire in neighboring reservoirs in the form of temperature distributions were obtained. Analysis of the temperature distributions showed that the most dangerous scenario is when the fire occurs according to scheme No. 3 in the case of burning an oil torch at a temperature of 1500 K. In each case, the maximum temperature of heating the tank wall is almost unaffected by the oil, which is confirmed by the curves of the maximum temperature curves heating of the reservoir wall, depending on the time of fire impact on adjacent tanks. The maximum temperature of the reservoir wall was determined at the place of its connection with the oil product, it is preserved.

Title: Geoinformational system of rescue services Authors: Yemelyanenko, Sergiy; Rudyk, Yuriy; Kuzyk, Andriy; Яковчук, Роман Святославович Abstract: Geoportal is an indispensable tool for processing data related to city infrastructure, life support systems; for the analysis of statistics of fires and other emergency situations in the city; to create thematic layers of electron-vector maps showing the city's infrastructure and other information necessary for the management of the SNS units; for identification of fire risks for residential buildings and public buildings of Lviv city and mapping them according to the risk levels in the form of a risk map. The analysis of the city's infrastructure allows us to study in detail the problematic issues related to fire and technological safety. The geoportal and its cartographic information of the information will allow the head of the rescue unit, during the post-emergency situation, to find the information necessary for the effective performance of rescue operations and to assess the potential risks.
