Abstract: Today, in Ukraine and in the world, despite the rapid development of science and technology, there is a problem of developing&#xD;
as well as improving and adapting information, organizational and technical systems capable of preventing forest fires. The object&#xD;
of the study is the process of identification and formation the parameters of safety­oriented management of technical systems of&#xD;
forest fire prevention.&#xD;
Purpose. To develop new approaches to the safety­oriented project management of technical systems of forest fire prevention,&#xD;
and their modeling, based on the principles of system analysis.&#xD;
Methodology. Using the general scientific principles and fundamental provisions of the project management methodology,&#xD;
including system analysis, modeling tools, proactive and reactive management mechanisms, we form a triad of creating the concept of designing a portfolio of technical systems for environmental protection against forest fires.&#xD;
findings. A conceptual triad of model­scheme of formation of the portfolio of projects of technical systems for protection of&#xD;
environment from forest fires is presented. A cybernetic model of the “black box” for decision making management during the&#xD;
implementation of the project of the technical system of forest fire prevention is adapted; the impact of factors that may occur&#xD;
under the influence of turbulent internal and external environment on the project is described. A safety­oriented model of project&#xD;
management of the technical system of forest fire prevention is developed, which is characterized by the presence of sub­phases of&#xD;
the life cycle, which are critical places of the project, have their own time frame of operation and resource consumption.&#xD;
originality. The model of safety­oriented project management of the technical system of forest fire prevention is developed and&#xD;
subphases in the basic phases of the project life cycle are identified. The developed models are adapted for use in different countries&#xD;
because they are formed in accordance with international standards for project, programs and portfolio of projects management&#xD;
P2M, PmBok, PRINCE2, AGILE, KANBAN.&#xD;
Practical value. It is possible to use the obtained results in the practical activities of project, operational and management teams&#xD;
of authorities, emergency services and managers in the formation of national projects to prevent forest fires.</description>

Abstract: The study of the process of human resources management of the safety-oriented system (BOS) of&#xD;
civil safety (CPS). Based on the system analysis, the strengths and weaknesses of the functioning of&#xD;
structural elements are analyzed. The classification of safety-oriented civil protection system is&#xD;
developed, the influence of classification on the choice of application of modern information&#xD;
systems for development of computerized and automated HR systems for human resources&#xD;
management in the field of human safety is analyzed. The model of human resources management&#xD;
in CPS is developed taking into account the multiparametric environment of project management&#xD;
and project environment. The HRM competency model has been developed. The correlation&#xD;
between the effectiveness of human resources management and the implementation of the goals of&#xD;
portfolios of projects, programs and projects of civil safety organizations is studied. The subject of&#xD;
the study is the HR system of human resources management of civil safety. Processes of selection of&#xD;
project team members, their evaluation, formation, implementation of personnel management and&#xD;
completion of projects and portfolios of projects and programs in the civil safety system. Object of&#xD;
research: expert HR information system for decision support in the human resources management&#xD;
system of civil safety of a safety-oriented socio-technical system using information technology. The&#xD;
purpose of the work is to modernize the methods of human resources management system, to&#xD;
develop a model of automated personnel management information system for implementation in&#xD;
projects of safety-oriented system using the index method of evaluation of team members.</description>

Abstract: A thorough study of the process of managing the content of infrastructure projects monotemplates under the influence of project changes was carried out. During the study, was&#xD;
carried out a systematic analysis of the implementation processes of infrastructure projects,&#xD;
programs and project portfolios. A model of formation the modification factor of changes in&#xD;
the content of infrastructure projects, programs and project portfolios at the planning stage&#xD;
was developed, which made it possible to identify the process of modification the content of&#xD;
the infrastructure project under the influence of changes. Based on the systematization of the&#xD;
dependence matrix was constructed a graph of influence dependences of modification factor&#xD;
of changes on different levels of projects, programs and portfolios of infrastructure projects&#xD;
during the life cycle. The study of the subject area allowed to expand the terminological base&#xD;
of project management, programs and portfolios of infrastructure projects by formalizing the&#xD;
concept of "changes in infrastructure projects, programs and project portfolios. The model of&#xD;
content management of infrastructure project mono-template under the influence of project&#xD;
changes is presented. The model is formed on the basis of application of DSR mono-template&#xD;
of infrastructure project and taking into account 5 stages of infrastructure project content&#xD;
management. 4 classes of deviations of infrastructure projects content under the influence of&#xD;
project changes at the planning stage are formed and their quantitative range of distribution is&#xD;
presented. The practical formalization of the developed models with the representation of the&#xD;
corresponding mathematical dependences was carried out.</description>

Abstract: This study considers the solution of the scientific and practical problem of creating automated expert information support systems for decision-making in the field of project team formation in a safety-oriented system (SOS). The purpose of the study is to increase the efficiency of formation of project teams of safety-oriented systems by HR services, as well as to improve the procedure of recruitment and selection of personnel using modern information technologies. A conceptual model-scheme of the life cycle of the development of a specialized intelligent recruitment system for higher education applicants with special training conditions based on the index method of candidate evaluation is proposed. The structure and architecture of the information product are formed. The system consists of many components of HRIS support, which is developed for the information needs of the experts of the admission campaign of higher education institutions with specific learning conditions with subsequent management decisions. Automation of the selection process will provide rapid collection, processing, analysis and reproduction of information, development of human resources, improving the quality of education of applicants in higher education institutions with specific learning conditions. Information systems provide high speed data processing, information retrieval, recruitment optimization and candidate analysis. Automation of HR processes helps to reduce the complexity and cost of resources to perform tasks. The expediency of using artificial intelligence during the heuristic activity of experts is substantiated. The use of information resources, development and integration of information system functionality into a single module to optimize management and decision-making will allow the organization to more quickly and efficiently implement strategic goals and mission.</description>
