The relevance of the topic is due to the fact that the functioning of enterprises in this sector occurs under conditions of prolonged post-crisis pressure, which was formed under the influence of the consequences of the COVID-19 pandemic, full-scale invasion, inflationary and price instability, infrastructure restrictions, personnel losses, and the accelerated spread of technologies based on artificial intelligence. The purpose of the study is to assess threats to the financial and innovative security of hospitality enterprises and to form a hierarchical model of their relationships to determine the priority of managerial response. The research methodology combines a systemic approach, analysis and synthesis, classification, induction and deduction, formalization, expert evaluation, graphical and tabular methods, as well as hierarchical modeling based on graph theory, binary dependency matrices, and reachability matrices. The study identified the following external threats at the macro level, namely military and security instability, inflationary and price pressures, reduced effective demand and consumer mobility, energy and infrastructure failures, limited access to credit and investment resources, personnel and migration pressure, technological lag, and unequal access to artificial intelligence-based technologies. Internal threats at the micro level include insufficient working capital, instability of cash flows, high dependence on external financing, personnel instability, weak accounting and analytical support for management, low level of digital maturity, and insufficient readiness to implement artificial intelligence-based technologies. The threat hierarchy is established in such a way that the base level is formed by primary destabilizers, and it is they who launch chains of secondary and derivative threats. As a result, it was found that for enterprises in the hotel and restaurant sector, the combination of external crisis pressure with internal financial, personnel, analytical, and digital vulnerability is of critical importance. The proposed approach provides an opportunity to increase the validity of management decisions regarding strengthening the financial and innovative security of enterprises, and also forms the basis for further empirical filling of the model and practical use of its results in the anti-crisis management system. Підрозділи цивільного захисту виступають ключовою ланкою механізму захисту населення, територій і об’єктів критичної інфраструктури, а ефективність їх діяльності безпосередньо залежить від рівня нормативно-правового забезпечення, узгодженості повноважень та дієвості адміністративно-правових механізмів. Мета статті полягає у комплексному аналізі нормативно-правових засад діяльності підрозділів цивільного захисту як складової системи органів національної безпеки та визначенні основних напрямів удосконалення законодавства у цій сфері. У роботі здійснено систематизацію чинних нормативно-правових актів, що регулюють сферу цивільного захисту, проаналізовано адміністративно-правові механізми управління та міжвідомчої взаємодії, досліджено організаційні засади функціонування підрозділів цивільного захисту на державному, регіональному і місцевому рівнях, а також розглянуто міжнародні стандарти та зарубіжний досвід. Основні результати дослідження полягають у визначенні ключових нормативних засад діяльності підрозділів цивільного захисту, виявленні фрагментарності та дублювання правових норм, недостатньої стандартизації процедур, проблем координації та цифровізації управління, а також у формулюванні пропозицій щодо кодифікації законодавства, уніфікації термінології, посилення міжвідомчої взаємодії та підвищення рівня підготовки персоналу і населення до дій у надзвичайних ситуаціях. The importance of a balanced distribution of resources, based on quantitative and qualitative analysis, in particular on econometric models and expert assessments, is proven. The feasibility of using a scenario approach, which includes modelling possible options for system transi-tions between different states, considered discrete-time chains, is substantiated. It is established that simultaneous attention to comprehensive monitoring, control mecha-nisms and regulatory framework contributes to a more efficient use of financial re-sources and reduces vulnerability to external and internal threats. It is established that the successful activation of mechanisms for financing components of security involves a preliminary assessment of priorities, strategic planning, interdepartmental coordina-tion, regular monitoring and adjustment. It is substantiated that such an approach en-sures sustainable growth, minimizes domestic political risks and creates a basis for ef-fective cooperation with international partners. As a result, the article proves the vital need for a comprehensive, systematic and flexible financial policy aimed at protecting the long-term interests of the state in the context of modern challenges to national security.
