Title: Management of educational projects in security-oriented systems by means of the virtual situational center
Authors: Zachko, Oleg; Кобилкін, Дмитро Сергійович
Abstract: In the article a thorough analysis of the conducted researches on the implementation of information and web-technologies in educational projects has been conducted. It allowed to form the problems of the formation of a safe-oriented culture and to form the relevance of conducting research on the implementation of an educational project for the creation of a virtual situational centre. The profiling of project mission of "Virtual situational centre for the formation of a security-oriented culture" which defines the main vectors of the project's development was formulated and described. For creation of virtual situational centre online platform for the development of a security-oriented culture, the Moodle system has been used. The use of this system, distributed under the GPL license and verified by international practice, is a significant advantage of using the virtual situational centre for formation of a security-oriented culture, in addition to provide efficient access to electronic teaching materials at a user-friendly time. The main criteria of educational projects functioning effectiveness are determined, which allow to substantiate the configuration of educational projects in the system of vocational education. The communicational model of project management of a virtual situational centre implementation, which describes the dependencies of creating a virtual situational centre and the functioning of its components, has been formed. The influence of the project environment on the project of a virtual situational centre creating and the consequences of its influence on the success of the centre's implementation was explored. Practical results from the implementation of the educational project of the virtual situational centre are described and the didactic possibilities of using the online platform of the centre are presented. There are formed the additions to the terminology database of management the projects, programs and portfolios of projects by introducing new definitions. The result of the study is the implementation of an Internet platform with educational projects for specialists in the civil protection service, which will form a safe-oriented culture and promote the implementation of cross-border projects for the integration of the civil protection system of Ukraine into European security structures to ensure the safety of the vital activities of the population and territories.

Title: Discrete-event modeling of the critical parameters of functioning the products of infrastructure projects at the planning stage
Authors: Zachko, Oleh; Кобилкін, Дмитро Сергійович
Abstract: In the article a thorough analysis of existing researches concerning models, methods and mechanisms of infrastructure projects implementation, research of critical parameters influence to the project products, their modeling is conducted. The modern tendencies of large infrastructure projects implementation, in particular their products such as multifunctional complexes, shopping and entertainment complexes, offices of large business centers are described. A thorough analysis of recent research and publications pointed to the relevance of the research question and modeling of the critical parameters of infrastructure projects products operation at different stages of their implementation, in particular at the planning stage. The main methods of discrete-event modeling are considered. The place of the proposed approach in the set of basic methods of the theory and its practical application to the analysis of the evacuation efficiency from the objects of mass stay of people is determined. During the simulation, new methods were used, in particular, the methodology of simulating a particular event - the evacuation from the object with mass stay of people due to a notice of substitution, and a technique for modeling the functioning life cycle of object with mass stay of people. Were used the simulation modeling tools for infrastructure projects based on the Anylogic multi-agent modeling environment classes that allowed to visualize the project management process. Carrying out system analysis in the study pointed to the urgency of the tools use for modeling the critical parameters of functioning the products of infrastructure projects at the stage of project planning, which will allow to issues a comprehensive approach to security of objects with mass stay of people and objects of critical infrastructures. To the direction of further research, we can include studies of critical parameters of functioning the products of infrastructure projects at the stages of realization and functioning of the project in operation.

Title: Financial aspects of stakeholders cross-sector partnership in implementation of communities sustainable development projects
Authors: Chortok, Y.V.; Yevdokymova, A.V.; Zachko, O.B.; Yevdokymov, A.V; Miroshnichenko, O.V.
Abstract: The article is devoted to the formation of a cross-sector partnership model between the society, communities and donors according to the implementation of sustainable development projects for communities. Particular attention is paid to the financial aspects of the cross-sector partnership of the parties. The authors established the essence of the socio-ecological and economic responsibility of each of the stakeholders according to the proposed model, the stages of its implementation were also analyzed in the realization of a concrete project for the sustainable development of communities. The basic conditions for financial support for the implementation of projects for sustainable community development are determined taking into account the population and the level of socio-economic development of the regions To ensure the objectivity of evaluation of projects for sustainable community development, there were suggested the financial evaluation criteria and requirements for the content of regional development project proposals, which reflect the co-financing scheme of cross-sector partnership of key stakeholders. The authors concluded that financial support for sustainable development projects for communities has also increased, due to the communities budgets increasing as a result of the decentralization reform in Ukraine. And this, in turn, opened the possibility of attracting grant funds to finance projects of social, environmental and economic directions, taking into account the specific features and level of regional development of these areas, and secondly, it has intensified the participation of the society itself in constructive cooperation with local government authorities and donor funds to take concrete steps to ensure sustainable development of the regions.

Physico-chemical properties of peatland located in the impact zone of municipal landfill

Title: Physico-chemical properties of peatland located in the impact zone of municipal landfill
Authors: Telak, Oksana; Popovych, Vasyl; Zachko, Oleh; Korol, Kateryna
Abstract: The results of studies of peat located in the impact zone of municipal landfill are presented. It is established that according to the peat genetic horizons profile the distribution of the mobile fractions of heavy metals is manifested in a gradual decrease with depth. The content of heavy metals (manganese, copper, zinc, lead, cobalt, mercury) in the peat does not exceed the MAC, except for cadmium, which is spread by waste from the landfill. The source of cadmium in landfills is waste containing lacquers and paints, fluorescent lamps, batteries etc. Cadmium sulfide is the basis for yellow paints used in vehicle dyeing, textile production, soap making. Peat is characterized as very poor in micromycetes distribution. Some micromycetes detected are indicators of high mineral content and low heavy metal content. Analysis of peat micromycetes by growth rate showed that the slowest growing micromycetes owns the largest proportion - 70%. The distribution by color showed that dark-colored micromycetes of the Moniliaceae, characterized by toxicity, predominate. According to the humus reserve, peat is slightly humus. It is not recommended to use such peat for crop cultivation. Instead, peat can be a source of fuel under conditions of industrial development and compliance with existing rules and state standards.
