dc.description.abstractThe article proposes a system-value approach to managing portfolios of projects for the development of territorial security systems. The author analyses modern approaches to project portfolio management, develops a methodology for determining the integral value of projects, and identifies key items for reconciling stakeholder interests. For the first time, the paper proposes an approach to defining and structuring the values of portfolios of projects for the development of territorial security systems, taking into account the multidimensional impact of projects on various stakeholders. The article proposes measures to increase the level of stakeholders’ interest in the creation of territorial security systems based on multi-criteria analysis and scenario planning. The practical significance of the work lies in the creation of a methodological framework for the development of models and methods that allow taking into account the value for public authorities, businesses, and NGOs when managing security project portfolios.en_US
