Abstract: Global security challenges and the full-scale war in Ukraine necessitate an urgent transformation of the civil protection specialist training system and the enhancement of their foreign language communication. Ukraine’s integration into the EU Civil Protection Mechanism transforms foreign language into a strategic tool for interoperability. The purpose of the article is a comparative analysis of language policy, organizational models, and innovative technologies of professional foreign language training for civil protection specialists in the Republic of Estonia and the Republic of Poland to adapt their advanced experience in Ukraine. To achieve the set goal, the following methods were used: comparative-pedagogical, systemic, structural-functional analysis, as well as content analysis of regulatory documents and current educational programs. The results of the study show that advanced European experience relies on two leading effective models. It was established that the Estonian organizational model (based on the Academy of Security Sciences) ensures high efficiency of foreign language integration through Content and Language Integrated Learning (CLIL), tandem language learning, and English as a Medium of Instruction (EMI) involving digital virtual 3D simulators (XVR). At the same time, the Polish model (exemplified by the Main School of Fire Service) focuses on the intensive study of English for Specific Purposes (ESP) totaling up to 240 academic hours with a clear target level of B2+. The scientific novelty of the study lies in the comprehensive comparison of European models of professional foreign language training in the security sector and the substantiation of organizational and pedagogical conditions for their adaptation to the needs of domestic higher education institutions with specific training conditions during martial law. The practical significance of the obtained results lies in the possibility of using the proposed recommendations when updating educational and professional programs, creating specialized language educational and methodological centers, and improving the professional communicative competencies of future rescuers. It is concluded that the modernization of foreign language training, provided its systemic and pedagogically justified implementation, is a critical condition for forming the psychological and practical readiness of civil protection officers to operate within multinational EU and NATO missions, as well as an effective tool for protection against hybrid information attacks.
