dc.description.abstractThe actualization of portfolio management research is compounded by the intensive increase in the number of Emergency Service problems. The solution to this problem requires the application of a scientific approach to the adaptation of companies to rapid environmental changes [1]. In order to solve the problems of the service management, which at present exist in the State Emergency Service of Ukraine [2], the only solution is the introduction of portfolio management into all organizational and managerial structures. According to the proposed model, the main goal of the global project is to form a portfolio of protection projects against flooding to ensure the safety of territories and the vital functions of the population on them. The model has the implementation of the phase updating territories protection projects from flooding based on the assessment of the overall indicator "level of danger of territories", which is intended to determine the priority for the implementation of the portfolio of the territory’s security. This method involves the selection of safety criteria and expert’s assessments of the territory according to selected criteria. It is influenced by the strategy of the SESU for the regional strategy of developing the administrative territories.en_US
