Abstract: In this scientific article one difficult sociotechnical security-oriented system, its functions and purposes are represented. Here we realize the importance of strategic planning and risk management. Many huge projects operate under uncertainty due to neglect of the life cycle phases. Effective life cycle functioning diagram-model helps to succeed in forming qualified teams, prevent emergency, preserve territorial integrity and the interests of citizens. Project approach delineates the phases, sets the transition between groups of processes, creates a coherent system of communication and exchange of experience and information between participants in a security-oriented system. Stakeholders with their functional roles, development and training, clear requirements, process management are determined in this article. It is important to take into account life cycle features in a security-oriented system and use a project and program management methodology in order to realize the strategic goals of mega projects. The group of life cycle processes, their interdependence, influence of internal and external project environment are described here. It is also considered the role of management and monitoring of all project phases and the level of labor costs for its implementation. This work is dedicated to constructing life cycle diagrams of project teams formation in a security-oriented system.</summary>

Abstract: The subject of the study is the personnel management information system. Infrastructure design processes of the framework model of complex socio-technical systems for project management and human resource management programs, formation of a database of members of project BOS teams and their evaluation using the index method to optimize the selection of project team members in a security-oriented system.&#xD;
Purpose: to develop a model of an automated personnel management information system for implementation in projects of security-oriented system using the index method of evaluation of team members. New models should be designed with the features of a complex socio-technical system and a sequence of stages of implementation and adaptation in the project environment. This model should not be expensive to implement and take into account the life cycle processes of the organization from the selection of personnel to their management.&#xD;
Task: the information system of human resource management in projects of the security-oriented system is modeled. A set of software and hardware, telecommunications and organizational tools needed by a security-oriented organization for the functioning and interaction of communication and information flows. Automation of selection and formation of project teams in complex socio-technical organizations is being developed due to the index assessment of candidates. The following are used.&#xD;
methods: human resource management using automated HRM systems, expert information systems and index numerical indicators. The following results were obtained: a model of information expert system was developed and the process of knowledge accumulation due to software was described, an index method was proposed on the example of military formations in security-oriented systems.&#xD;
Conclusions: a generalized model-scheme of expert information system for personnel selection in security-oriented systems based on the index method has been developed.</summary>

Abstract: The subjects of the research are models and methods of optimization and automation of personnel selection in safety-oriented systems with their further formation into project teams on the example of civil protection service, law enforcement agencies of national police, as well as the Armed Forces of Ukraine. Purpose: to develop models for the formation of project teams in safety-oriented systems, taking into account the parameters of personal human qualities and professional skills of candidates for competitive selection based on the global experience of companies in the field of human resources management using software information expert systems. The following tasks are solved in the article: to identify the most effective modern models that can be applied in the civil protection system, taking into account the specifics of the service, on the basis of the use of the European project management toolkit and programs in the field of personnel, organizations, firms and companies. It is necessary to expand the terminological base of management of projects, programs and project portfolios by introducing a new definition of a safety-oriented system. For this research, popular modern automated recruitment systems, as well as expert information systems models, would be considered to capture all relevant information from the database and graphically describe the process of forming project teams in safety systems and to generalize the candidate index model. The following methods are used: human resource management using automated HRM systems, expert information systems and index numbers. The following results were obtained: the model of the structure of the information expert system and the process of knowledge accumulation through the software were developed, an index method for formation of project teams (on the example of military formations) in safety-oriented systems was proposed. Conclusions: a generalized model of expert information system was developed for the selection of personnel into safety-oriented systems based on an index method.
