In periods of rapid social transformation, its importance increases, along with the role of social work as a primary instrument for its implementation. Globally, social work is recognized as a socially significant profession that contributes to social stability and the well-being of vulnerable populations. Accordingly, examining social work as a tool of state social policy in changing social conditions remains highly relevant. This study aims to analyze contemporary scholarly literature to identify the main factors influencing social work in the context of social transformations and to assess the effectiveness of state social policy under these conditions. The methodology combines general scientific approaches, including analysis and synthesis, deduction and induction, and methods of systematization and grouping. In addition, public policy research methods such as social modeling, concretization, and system analysis are applied. The subject of the study is social work as a structural component of state social policy during periods of transformation. The findings indicate that social policy reflects the system of social relations in society, where the state, social services, and communities share responsibility for supporting vulnerable groups. Its effectiveness depends on coordinated interaction between public institutions and social workers in designing and implementing social protection measures. Emotional support, empathy, and preventive interventions are essential elements of social work, contributing to social rehabilitation and cohesion. Modern society is to reintegrate veterans into the social environment, which is only possible through special social support programs. The purpose of the study is to determine the forms, methods, and instruments of social protection useful for Ukrainian social policy based on an analysis of global practices in social support for war veterans. Accordingly, the subject of the study is the global experience of social protection for war veterans. Methods of scientifi c research were used: analysis of documents, statistical processing of materials, and generalization of the empirical data obtained. The study yielded the following results. Research into the philosophy of social support in developed countries has shown the main direction of social support for war veterans: to build a ramifi ed, multifactorial, eff ective system for reintegrating former military personnel into the social environment, rather than limiting oneself to the introduction of compensatory state payments and subsidies. Extensive experience in developing and implementing social support programs around the world shows that there is a need to create conditions for the resocialization of military personnel through state programs and the active participation of civil society. Authors: Лозинський, Андрій Федорович; Лаврецький, Роман Вікторович Abstract: Стаття присвячена висвітленню історичних аспектів формування системи соціального захисту насе лення від античності до кінця ХІХ ст. Обґрунтовано, що сучасна соціальна політика держави неможлива без урахування історичного досвіду, адже саме він визначає еволюцію принципів соціальної солідарності та відповідальності між державою, громадою і особою. Автори статті доводять, що у сучасній науковій літературі недостатньо висвітлені та систематизовані механізми переходу від релігійно-благодійних практик до інституціоналізованих державних моделей соціального страхування наприкінці ХІХ ст. Встановлено, що на ранніх етапах розвитку суспільства соціальний захист мав несистемний характер і проявлявся у формах особистої доброчинності, родинної підтримки та громадської взаємодопомоги. Показано, що у державах Стародавнього Сходу, Греції та Риму виникають перші елементи державного регулювання допомоги нужденним, зокрема у вигляді роздач хліба та діяльності громадських фондів. У середньовіччі в Європі провідну роль у соціальній підтримці відігравала християнська церква, яка організовувала притулки, лікарні та благодійні установи. Водночас розвивалися форми цехової взаємодопомоги та громадської опіки. Доведено, що у XIV–XVII ст. відбувається поступове юридичне оформлення соціальної допомоги, з’являються перші державні та муніципальні механізми підтримки населення, хоча вони часто поєднувалися з репресивними заходами щодо бідняків. У Східній Європі діяло чимало законів, які забороняли професійне жебрацтво, а місцеві органи самоврядування великого значення приділяли питанням профілактики та боротьби з проявами соціальної патології, такими, як пияцтво, проституція та інфатицид. В епоху Просвітництва утверджується ідея соціальної відповідальності держави та права людини на допомогу. Особливу увагу приділено переходу у другій половині ХІХ ст. від благодійності до інституціоналізованих систем соціального страхування, що стало підґрунтям сучасних моделей соціального захисту.
