The purpose of the research is a theoretical study of the problems of organizing the training of skilled workers and experimental verification, proposed by the authors of the organization within the framework of the experiment. The research methods are theoretical (analysis, synthesis, modeling, comparison, systematization, generalization) and empirical (a wide range of diagnostic techniques), as well as methods of mathematical statistics with testing the null hypothesis by the chi-squared test. New information and digital technologies based on the use of personal computers and multimedia tools were widely used during the training. Extracurricular work in general, general technical and special disciplines, which was carried out according to our methodology was systematic, its content was focused on the professions that are mastered by students of vocational education schools (VES). Percentages that reflect the number of correct answers at higher levels (III-IV) in the experimental groups exceed similar indicators for control groups with a reliability of 95-99.9%. Thus, the examination of the pedagogical capabilities of the proposed organization of training in VES confirmed that it provides high results of training of skilled workers in vocational education institutions. International significance of the article. The article proposes the author's effective (experimentally verified) organization of training for transitional education systems in developing countries. Attention is focused on the fact that now pedagogical workers note an increase in the number of children who have learning difficulties and behavior problems. The concepts of "neuropsychology" and "child neuropsychology" are considered. Focused on leading figures of domestic and foreign neuropsychology. Manuals and articles of domestic and foreign scientists on the relevance of the neuropsychological aspect in school practice are covered. The main tasks of neuropsychology are determined. It has been found that in the foreign literature there are many modern publications on the concept of "school neuropsychology", which provide many different corrective exercises, which are addressed to teachers, psychologists, neuropsychologists, speech therapists in working with children. It is emphasized that the psychomotor development of the child is manifested in his speech, gestures, writing, emotional state. The following pattern has been noted: in order for children to learn better, they need to move more. It is emphasized that modern teachers desperately need knowledge of neuropsychology to succeed in working with today's children. The significance of the use of neuropsychological techniques in theeducational process is revealed. The focus is on speech skills, which are closely related to fine motor skills. Kinesiology exercises have been shown to play an important role in the functioning of the right and left hemispheres of the brain. Встановлено, що компонентами професійної компетентності фахівця є знання, вміння, навички, досвід, особистісне відношення до певного роду діяльності. На основі проведеного дослідження запропоновано власне тлумачення поняття «професійна компетентність майбутніх рятувальників в умовах пандемічних обмежень», яке розглядається як інтегративна характеристика особистості, що відображає готовність і здатність фахівця виконувати завдання й функції в умовах невизначеності, передбачає особистісний саморозвиток, самоорганізацію та професійне становлення спеціаліста Державної служби України з надзвичайних ситуацій в умовах пандемії COVID-19.В умовах карантинних обмежень заклади освіти поєднують очні та дистанційніформи навчання. Дистанційні форми навчання мають переваги над очною, оскільки майбутні спеціалісти не обмежені в місці, мають змогу планувати зручний для себе час і темп заняття, є можливість повторного перегляду аудіо чи відео матеріалів, повідомлень у чатах. Окрім цього, можна виокремити мобільність, інтерактивність, креативність, безпеку, технологічність та можливість індивідуального підходу, через те, що всі навчаються індивідуально в домашніх умовах. Досить важливим моментом очного навчання є рефлексія, на основі якої, майбутні рятувальники мають змогу емоційно виразитись, що зменшує нервово-психологічну напругу.
