Abstract: The article presents the peculiarities of defining models and methods of digitalization in civil protection HR&#xD;
systems. The efficiency of human resource management in projects involving the development and&#xD;
implementation of information systems through the use of models and methods of digitalization in civil&#xD;
protection HR systems is considered. The main objectives of the information system for human resource&#xD;
management in civil protection are proposed. The author also considers the transformation of digitalization&#xD;
of HR management, which will lead to various trends in the field of human resources management in civil&#xD;
protection, develops a flowchart for improving employee performance and the integration of new&#xD;
technologies for the digitalization of HR processes.</description>

Abstract: Abstract. Human resource management is one of the management areas that&#xD;
has undergone significant changes in project-oriented organizations. Project&#xD;
organizations have to plan and develop alternative methods of human resource&#xD;
management, find modern strategies of how to manage employees or how they should&#xD;
be managed. Like all other strategies of organizations, the HR management strategy&#xD;
of civil protection is aimed at helping the organization to increase productivity.&#xD;
Project human resource management in civil protection intends to define the main&#xD;
objectives and determine the leadership of the project team to successfully achieve&#xD;
these objectives and successfully complete the project. The paper presents processes&#xD;
of components and interactions between project team members that will allow team&#xD;
members to stay focused and motivated. To this end, the paper describes the&#xD;
processes of human resource management planning, obtaining a project team, and&#xD;
developing and managing a project team.

The modern world is filled with an extraordinary amount of information that continuously&#xD;
comes to us from various sources and in various forms. In such an information flow,&#xD;
decision-making becomes a complex task that requires competence, speed and accuracy.&#xD;
One of the effective tools to support this process is decision support systems based on the&#xD;
method of precedents. This work is devoted to the study of the problem of forming&#xD;
precedent models of the software project planning process. The use of such models makes&#xD;
it possible to predict the execution time of a given software development project planning&#xD;
process based on data on the execution of implemented software projects. The method of&#xD;
precedents consists in the analysis and use of similar situations from the past to make&#xD;
decisions in modern conditions. This strategy makes it possible to use the experience and&#xD;
knowledge accumulated earlier to achieve optimal results. It is especially important in&#xD;
fields where it is important to avoid mistakes and ensure the best result, such as medicine,&#xD;
finance, engineering and others. This article is devoted to the consideration of the&#xD;
principles of operation of decision support systems based on the method of precedents and&#xD;
their application in various fields. We will consider the advantages and disadvantages of&#xD;
this method, as well as provide examples of its successful use in practice. In particular, it&#xD;
will be highlighted how systems based on the method of precedents help doctors in making&#xD;
diagnostic decisions, financial analysts in forecasting market trends, and engineers in&#xD;
solving technical tasks. In addition, we will discuss current trends in the development of&#xD;
decision support systems based on the method of precedents, including the use of artificial&#xD;
intelligence and machine learning to improve their functionality and efficiency. This&#xD;
article aims to increase readers’ understanding of the importance and application of&#xD;
precedents in decision support systems. After getting acquainted with the material, readers&#xD;
will be able to better use this method to achieve better results in their professional and&#xD;
personal activities. overcome difficult tasks and make more deliberate decisions in the&#xD;
conditions of constant growth in the amount of information and challenges of the modern&#xD;
world.

Abstract: Abstract:&#xD;
in conditions requiring demand for highly qualified specialists, it is important to have&#xD;
an effective system that will help select the best candidates for the growth of projects.&#xD;
The design of an information system for the selection of candidates in the project is of&#xD;
strategic importance, it provides functionality and integration with the recruitment&#xD;
process. The article describes the key stages of designing an information system,&#xD;
starting with the analysis of requirements and the definition of functionality. Aspects&#xD;
such as the creation of a candidate database, automated resume and candidate tracking,&#xD;
tools for assessing skills and abilities, and means of communicating with applicants are&#xD;
covered. Special attention is paid to the integration of the information system with the&#xD;
hiring process. The possibilities of connecting to recruiting platforms, automated&#xD;
notification of the status of applications and data exchange with the company's internal&#xD;
systems are considered. The use of an integrated system contributes to increasing&#xD;
efficiency and reducing the time required for the selection of candidates. In addition,&#xD;
the article considers the importance of compliance with the principles of confidentiality&#xD;
and protection of candidates' data in the process of working with the information&#xD;
system. The need to implement appropriate measures to ensure the security and&#xD;
confidentiality of personal information is emphasized. The article emphasizes the&#xD;
importance of training and supporting users when using an information system to select&#xD;
candidates for the project. Briefings, training materials and ongoing support contribute&#xD;
to the effective use of the system and the achievement of the best results in the selection&#xD;
of candidates for projects in a safety-oriented system.
